Leopoldo TOLIVAR ALAS, Prof. Dr.

Leopoldo Alas Tolivar is Professor of Administrative Law at the University of Oviedo and, earlier, in Murcia and Leon. He was Secretary General of the University of Oviedo (1983-1986) and Dean of the Faculty of Economics and Business Administration of the University of León (1988-1992). He graduated in Law from the University of Oviedo, with Honors. He is Doctor of Law with summa cum laude from the Universities of Bologna, Vittorio Emanuele II. He is Technical Planner by INAP (National Institute of Public Administration). Leopoldo Alas is President of the Royal Academy of Jurisprudence of Asturias and correspondent of the Royal Academy of Medicine of Catalonia. He is also Director of Regional Arts Center and Fellow of the Royal Institute of Asturian Studies. Leopoldo Alas Tolivar is particularly interested in Regional and local law; health Law; private management of health services; Social services; State liability.
